SAILS Washington acquired Citizen Access Residential Resources in November of 2023. We now work together across the state of Washington to provide care and services for our clients.

SAILS Washington & CARR currently provides Supported Living Services in over 60 homes across Washington State. We are located in Clark, Thurston, King, Snohomish, and Spokane counties.

What is Supported Living at SAILS?

Supported Living Services is a contracted service of the Developmental Disabilities Administration (DDA). Qualifying persons are 18 years of age and older, have a developmental disability, on or approved for the Home and Community Based Services Core waiver and determined by the DDA assessment to need this level of support in their person-centered service plan.

People who receive supported living pay their portion of rent, utilities, food, typical household furnishings and maintenance costs, some transportation costs (i.e. bus passes), and any other personal expenses. Sharing a home with one or more people helps make living expenses more affordable. SAILS Washington helps people to apply for all benefits for which they are eligible such as: social security, food assistance, Section 8 housing and utility discounts.

A supported person typically lives with two or three housemates, and staff provide teaching or support based on needs. Supports may vary from a few hours per month up to 24 hours/day. Supports are determined by a Developmental Disabilities Administration (DDA) assessment. Our staff will support you to exercise your independence and choice:

  • Menu planning and cooking

  • Personal hygiene

We do this through a person-centered planning process to help you identify your desired goals to live your fullest life. Then we provide you services tailored to your specific needs to help you achieve your goals.

Community protection

Community Protection Program, (CPP), is a voluntary program funded through the State of Washington for adults who have been diagnosed with an intellectual disability and have a history of displaying unsafe behavior. The CCP programs offer participants an opportunity to live in their community while receiving treatment in a structured and therapeutic environment with support and close supervision. Individuals enrolled in the CPP program are provided treatment by a Certified Sex Offender Treatment Provider with weekly therapy and Treatment Team meetings every 90 days.

What is IN-Home Care

SAILS Washington In-Home Care Services is for children and families, adults and seniors who want to continue living at home and need ongoing care that cannot easily be provided by family or friends.

SAILS Washington provides In-Home Care Services from as little as one hour per day up to 24-hour care, seven days a week. We work with you to develop a plan that is tailored to meet your individual needs. We promote choice, independence, and respect while providing high-quality support services.

Services may include:

  • Personal Care Services - Bathing, Personal Hygiene, Toileting, Dressing

  • Assistance with Walking, Transfers, Bed Mobility

  • Companion Services - Visiting, Entertainment & Aid with Reading

  • Home Care - Light Housekeeping, Laundry, Shopping for Groceries or Supplies, Taking Out Garbage

  • Transportation - Escort to Appointments, Shopping, Errands

  • Meal Preparation

  • Medication Reminders

  • Nurse Delegation Services

  • Pet Care - Walking & Feeding of Family Pets

What is Vocational SErvices at SAILS

SAILS Washington partners with Washington State Department of Vocational Rehabilitation to provide:

  • Community Based Assessments

  • Job Placement

  • Intensive Training

  • Job Retention Services

 

We also partner with King and Snohomish counties to provide Vocational and Community Inclusion Services to those who qualify for the Developmental Disabilities Administration waivered programs.

 

Our skilled job coaches will support you while at work to help you become more confident and independent. SAILS Washington Vocational Services works closely with both the applicant and the employer each step of the way to:

  • Assure that an excellent job match is made and that the applicant is able to perform the job satisfactorily.

  • Involve the Vocational Specialists in training and coaching the applicant as they transition into the position.

  • Offer expanded Vocational Services to individuals who may need more intensive or extended supports for successful employment.

  • Create innovative solutions that promote successful long-term employment.

  • Our job coaches can be scheduled to accommodate most hours of scheduled employment.

Vocational Services admission criteria:

a. The services requested fall within the services offered by SAILS Washington Vocational

Services.

b. SAILS Washington can adequately and safely meet the needs of the client served.

c. The client does not require Vocational Services employees to administer medication

during the hours the client is being served by SAILS Washington. Vocational Services

employees do not prescribe, dispense, administer, or physically control the medication.

d. SAILS vocational staff do not provide personal care or toileting service to client. If

needed, the parent, guardian or residential staff will be onsite to provide to client.

e. The client has been authorized for funding through the County, Division of Vocational

Rehabilitation (DVR) or third party to pay for Vocational Services. The client or their

guardian, if applicable, will be required to sign a private pay agreement with SAILS

Washington



 The client:

i.   Lives within the services area.

ii.       Is 18 years of age or older.

iii.     Chooses to work in a community setting.

iv.     Is able to benefit from Vocational Services as determined by the SAILS Director.

v.      Can learn to travel independently and/or have access to either public

transportation or private transportation. SAILS vocational staff do not transport clients to job sites.

vi.     Has the skills and behaviors necessary to work independently or, with some help, in

a community job setting.

vii.    Has the support of family and friends and residential staff (if applicable) for

community employment.

viii.   Is willing to complete intakes process and sign all necessary release forms.

ix.    Exhibits no harmful behavior to themselves or others.

xi.    Is eligible to work in the United States.

xii.  Demonstrates a willingness to follow the guidelines of the program and employer.

xiii.  Is not under the influence of controlled substances, including drugs and alcohol.

xiv.  Is willing to accept job coaching services.

xv. Is willing to be fingerprinted and submit to a background check at the request of an

employer or SAILS.
